All individuals with a family history of breast cancer do have a greater risk of developing breast cancer themselves. However, the data isn't clear that inflammatory breast cancer necessarily predisposes to the development of inflammatory breast cancer in relatives. It sounds as if you and your sister are still relatively young compared to the age that your mother developed breast cancer. I would follow standard guidelines for screening, mammography, and physical examination beginning at age 40, unless you also have many other relatives with breast cancer history or relatives who have ovarian cancer history.
